US Bureau of Land Management Approves 3PL Plan of Operations
CARSON CITY, Nev., June 9, 2025 — 3 Proton Lithium, Inc. (3PL) today announced that the Bureau of Land Management (BLM) has issued a Finding of No Significant Impact (FONSI) and approved its Exploration Plan of Operations for the company’s Railroad Valley project in Nevada. This decision concludes the National Environmental Policy Act (NEPA) Environmental Assessment (EA) process and authorizes 3PL to move forward with its expanded drilling and development program.
“Receiving the Exploration Plan of Operations approval and a FONSI are major milestones for 3PL and for critical mineral development in the United States,” said Kevin Moore, Chairman of 3PL. “This green light from federal regulators enables us to advance one of the most strategically important mineral projects in North America and significantly contribute to the domestic production of lithium, boron, and other critical minerals essential for advanced domestic energy technologies, defense applications, and manufacturing.”
U.S. Secretary of the Interior and Chairman of the National Energy Dominance Council Doug Burgum lauded the milestone saying, the Bureau of Land Management “has approved mineral exploration in Railroad Valley! This opens doors for sustainable resource management and economic growth while safeguarding our environment.”
The FONSI determination confirms that 3PL’s planned exploration activities, including drilling for boron and lithium, will not result in significant environmental impacts. The outcome reflects the strength of 3PL’s environmental planning, public engagement, and commitment to responsible resource development.
“This proposal required no modification and does not present a significant effect on the environment,” said BLM Tonopah Field Manager Perry Wickham. “We are grateful for input from stakeholders and our resource stewards for actionable observations.”
With these approvals, 3PL will continue its 2025 drilling and exploration program, which will include the deepening of an existing well and the drilling of an estimated six new wells, targeting enhanced delineation of critical mineral resources including lithium, boron, and molybdenum.
Last month, 3PL announced that its Railroad Valley project received special designation as a FAST-41 Transparency Critical Mineral Project by the Trump Administration. This designation is part of the Administration’s ongoing efforts to rapidly advance U.S. domestic critical mineral projects and secure American energy independence.
The FAST-41 Transparency designation, administered by the Federal Permitting Improvement Steering Council in partnership with the National Energy Dominance Council, is reserved for projects identified as strategically significant to U.S. national security, economic growth, and energy self-reliance. The Railroad Valley project will benefit from a structured, accountable permitting timeline and coordinated interagency oversight.
3PL recently published its 2024 Resource Report which confirmed that its Railroad Valley project is home to the largest lithium and boron deposit in North America. This BLM approval strengthens the project’s national strategic significance and moves it one step closer to production.
